Best European country to watch 2010 World Cup, even if it is eliminated early or never qualified to begin with?

I am thinking of traveling to Europe this summer from late May to early August. I am wondering which country or countries might be the most fun to visit while the 2010 World Cup tournament is happening. I love the sport, and I want to be able to see the matches at night after a day of exploring sights. I imagine most any country there would be good, but perhaps places like England might be more festive—–you know, pop into a pub and catch the game that’s on. Of course, England will be in the tournament, which means that obviously there will be a huge following until it either wins or is eliminated. Perhaps the U.K. in general would be good even if England is eliminated early and even though no nation but England qualified. But, of course, I can’t forget other Western European countries, such as France, Germany, Holland, Spain, and Italy. And I haven’t even mentioned Eastern Europe. Your thoughts?
